a word in support of the amendments proposed by me, and none of them were included in the amending ordinance. After the confer- -ence had taken place, and pledges had been given and taken back to the Straits Settlements, the papers were sent to me for my knowledge and experience to affect the decision,

too late and on

my protesting against the methods employed, Sir Henry May, as Colo- -nial Secretary, informed the Governor that the reason why I was not consulted was that I was absent from the Colony at the time of the conference. On my pointing out that this was not so, he ex- -plained that he had forgotten that I had returned, which, state- -ment, seeing that he saw me nearly every day at that time, I can hardly credit.

At the time that I succeeded to the Harbour Mastership, the emoluments of that post included an allowance of $75 per month, paid by the Transvaal Government, for work done on their behalf or account of South African Emigration. The history of this al- -lowance is briefly this. When it was decided by the Chamber of Mines in the Transvaal to import Chinese labour, the Government of that Colony made somewhat stringent rules for the regulation of the recruiting, inspection, transport, and general treatment of the coolies, and certain officials were sent out from South Africa to carry out these rules. Later, it was found more convenient to have local men at Hongkong to continue the work, and the Transvaal Government approachad that of Hongkong with a view to engaging the services of some of the latter's officials for the purpose, offer- -ing a sum not exceeding £500 a year as remuneration for the same. After some correspondence between the two Governments, it was de- -cided that the duties required over and above those demanded

should be perfor- by the provisions of the Hongkong Ordinance,
